Can the tax-paying citizens of Virginia sue the Commonwealth for conversion of funds, given that the citizens have paid into the Medicare account but the Commonwealth is denying them access to what these funds buy, thereby forcing the federal government to give the Virginians funding away to other states? The amount given away so far, according to Lt. Gov. Northam, is 30 billion dollars. That's a hell of a thing.
